I founded H2B in 2019 with a clear vision for a better, more sustainable employee benefits model. Since then, a growing team of mission-driven leaders, brokers, providers and TPA partners have joined me … dedicated professionals who believe in ethical leadership, accountability, and the power of collaboration to create real change.

Meet Our Team
Doug Hetherington
CEO and Founder
Back in 2002, Doug followed in his mother’s footsteps, launching his career as an employee benefits broker. Soon after, Doug began to realize that system was broken. Escalating costs were hurting employers as well as the workers and families who depended on them.
In response to the erosion of value in healthcare benefits, he set out on a journey to find a better solution. He began to research existing alternatives, diving into captive insurance and reference-based pricing. He saw that employers could benefit from these models, but he also learned that healthcare providers were suffering as well, and approaches like reference-based pricing didn’t meet providers’ needs.
Healthcare providers and employers shared many of the same goals. They both wanted a healthcare system that was predictable and sustainable, one that removed barriers to care and served the patient.
Doug believed there was a better way – one based on community partnerships and aligned goals, and with H2B, he has proven that his vision is possible.
In the industry, Doug is known as a health plan visionary and an innovator. He’s also an optimist and a family man. When he’s not working to improve the healthcare system, he is often out with his family, camping, riding his motorcycle and skiing in the beautiful great outdoors of Idaho.

Lisa Shier
Manager of Client Services
As the Manager of Client Services at H2B, Lisa uses her insurance-industry experience and management skills to facilitate client implementations for TPAs, vendors and new groups. Her work involves overseeing direct contracting with providers for groups and members and working with brokers and groups to manage client service issues.
Lisa also assists members who need help finding providers, oversees client associates in the sales department, and oversees stop-loss vendors to ensure that contracts and pricing are current and accurate.
When Lisa is not working, she enjoys reading, solving puzzles and spending time with her family.
Jessie Hardy
Claims Manager
With extensive experience in health information management, revenue cycle operations, and claims administration, Jessie brings a strategic, detail-driven approach to improving operational efficiency and financial outcomes.
As Claims Manager at H2B, she oversees vendor and provider relationships, audits claims and contracts, and partners with executive leadership to enhance claims flow, compliance, and overall group experience.
Her background includes leadership roles in hospital and specialty care settings, where she successfully optimized coding accuracy, documentation quality, HIPAA compliance, and revenue cycle performance.

She holds a Bachelor of Science in Health Information Management and an associate degree in Paralegal Studies from Boise State University and is a Registered Health Information Technician (RHIT).
Known for her collaborative leadership style, attention to detail, and commitment to ethical standards, Jessie is passionate about creating efficient, transparent processes that support providers, partners, and patients alike.
Jennifer Kennedy
Client Services Associate & Marketing Coordinator
With more than 25 years of experience in education, Jennifer offers unique insights and excellent interpersonal skills. She made the move to the insurance industry in 2024.
As a Client Services Associate at H2B, she handles new business submissions and acts as a key point of contact for all client-related needs, working closely with agents, brokers, stop-loss carriers, TPAs, and a wide range of vendors.
When she’s not working, Jennifer enjoys reading, hiking, running, participating in races, traveling, and spending time with her family and friends.
